HK drain unblock has a quiet epidemic of bait-quote scam operators: "HKD 200 起" on the phone, then HKD 1,800-3,500 on-site after the customer has nowhere to turn. HK01, Apple Daily, and Consumer Council (消委會) all have documented cases.

The 5 fastest red flags (memorise these)

What to do if you've already been scammed
Step 1 — File with Consumer Council (消委會)
Hotline: 2929 2222 · Online: consumer.org.hk · Free, no lawyer needed. Even if you don't recover money, the case is logged, the operator gets flagged, and you reduce the next victim's risk.
Step 2 — Small Claims Tribunal (for amounts under HKD 75,000)
If you paid for work that wasn't done or was overpriced, Small Claims Tribunal handles disputes under HKD 75,000. Filing fee ~HKD 20-120. No lawyer required — designed for self-represented claimants. Information: judiciary.hk → Small Claims Tribunal.
Step 3 — If shared-stack work was done without OC sign-off
Under Building Management Ordinance Cap. 344, shared infrastructure work (vertical waste stack, communal drains) requires OC (業主立案法團) authorisation. If a contractor proceeded without it, you have grounds to dispute payment + file with Lands Tribunal. We provide written documentation that supports such disputes.
Step 4 — If you suspect fraud (intentional false representation)
HK Police DCC (District Crime Squad) accepts fraud reports for cases involving deliberate misrepresentation. Call 999 if ongoing, or report to nearest police station for past incidents. Threshold for "fraud" is high — usually requires the operator to have lied about scope of work or qualifications.
How to verify ANY drain operator (5-question checklist)
- Do they publish their starting rates online? If no — that's a yellow flag.
- Will they send a written quote via WhatsApp before arriving? If no — that's a red flag.
- Will they issue a written receipt with a BR number? If no — that's a red flag.
- Will they do an on-site retest before leaving (with you watching)? If no — that's a red flag.
- What's their policy if the drain reblocks within 14 days? Vague answer = red flag. Specific policy (e.g., "we return at no charge") = green.
