What HKO Black Rain Means for Your Drains

The HK Observatory issues Amber → Red → Black Rain Warnings when rainfall thresholds are exceeded. Black Rain = rainfall exceeding 70mm/hour. For most HK buildings, this is the threshold at which drainage systems become rate-limited — water arrives faster than the drain can discharge.

Three failure modes appear during Black Rain:

1. Surface backflow — outdoor balcony / light-well / podium drains backup, flooding into the flat through floor-level openings
2. Stack-line surcharge — vertical waste stacks overload when ground-level connections backup; toilets gurgle or backflow on lower floors
3. Roof drain occlusion — leaves / debris already in the rooftop drain become packed by water flow, occluding completely

These aren't always preventable in real-time. But the post-event window (next 24 hours) is critical: occlusions formed during Black Rain often re-occur next storm if not cleared.

Section 1 — Before Black Rain Hits (Pre-Event 24h)

If HKO has issued an Amber or Red Warning and Black is forecast, you have ~2-12 hours. Do this now:

Section 2 — DURING Black Rain (In-Event)

You can't fix drains during active Black Rain. The goal is damage containment.

Indoor actions (DO)

• Place towels or pillow cases at base of any door leading to balcony / roof / outdoor space
• If a floor drain shows backflow: place a plastic basin upside-down over the drain, weighted with a heavy object
• Move soft furniture (rugs, sofas with fabric base) at least 1m from any wall touching outdoor space
• Document with photos / video every 30 minutes if water enters the unit (insurance + landlord claim)
• Unplug electrical appliances near any potential water entry point

Indoor actions (DON'T)

• Don't open outdoor doors to "see what's happening"
• Don't attempt to clear the outdoor drain — slip, electrical, falling-debris risk all present
• Don't flush toilets repeatedly if you suspect stack-line issue (each flush packs blockage tighter)
• Don't pour chemical drain cleaner during backflow — fumes accumulate and water dilution makes it useless
• Don't call us during active Black Rain expecting same-hour service — we don't dispatch in active weather warnings (we'll book you for T+2 to T+24 hour slot)

Section 3 — AFTER Black Rain (Post-Event Within 24h)

This is when calling matters most. The drains that just failed are likely to fail again within 14 days if not cleared. Symptoms to check:

Post-event drain inspection — 8 points

1. Outdoor / balcony drain — water disappears within 3 seconds of bucket pour? If slower, partial occlusion remains
2. Light-well drain — visible debris on grate? Often missed by residents
3. Floor drain (bathroom / kitchen) — any residual smell post-event suggests stack-line water displacement
4. Toilet flush — gurgling sound = stack-line issue (OC matter)
5. Washing machine drain — water level rise during cycle = drain restriction
6. AC condensate line — Black Rain often dislodges debris into condensate exit
7. Roof drain (if accessible) — check from window if visible
8. Wall stain — any new horizontal water-line stain inside? Indicates backflow rose to that level

Pricing Honesty

• Single drain post-rain clear: HKD 800 starting (typical). Includes inspection + clear + on-site retest.
• Multiple drains: Combined quote sent via WhatsApp before work starts. Typical HKD 1,200-2,500.
• Stack-line involvement: HKD 3,500+ and requires Owners Committee (OC) sign-off. We don't proceed on shared infrastructure without written OC authorization.
• Flood-damage cleanup + drain clear combined: Quoted on-site after assessment. Typical HKD 2,500-5,000.

What "Typical" Means (Honesty on Timeline)

For 90% of single-drain post-Black-Rain jobs, the work completes in 1-2 hours. The 10% that takes longer typically involves:

• Hardened debris (leaves + plastic + sediment compacted by water pressure into a hard plug)
• Drain pipe damage requiring sealant or section replacement (additional HKD 600-1,500)
• Stack-line involvement requiring OC coordination (work paused, scheduled with OC)

We don't guarantee 2 hours. We guarantee an on-site retest before we leave + a written record of work done. If the same drain reblocks within 14 days, we return to retest at no charge — that's the only meaningful warranty we offer.

Insurance + Documentation

If Black Rain caused unit damage, your home insurance may cover. To support a claim:

1. Photograph drains BEFORE event (we recommend monthly photo even outside storm season)
2. Photograph water level + entry point DURING event
3. Photograph aftermath BEFORE cleanup
4. Keep our written WhatsApp quote + our invoice — these document the cause + remediation
5. If shared-stack involvement: our written report can support OC reimbursement claim under BMO Cap. 344

HKO Black Rain History (HK context)

Black Rain Warnings are not rare in HK summers. The HKO records show:

• Black Rain issued ~4-8 times per year (2020-2025 average)
• Most common months: May (peak), June, August, September
• Duration typically 1-6 hours per event
• Post-event drain failures: ~30% of HK residential units experience some symptom within 14 days of a Black Rain event

If your unit experienced backflow or slow drainage during the last Black Rain event, the unit is statistically more likely to experience the same in the next Black Rain unless drain capacity is restored.
